Performance Review Committee

The purpose of the Performance Review Committee is to provide a fair and equitable platform for the official and the association should the need arise.

What is misconduct? 

  1. The consumption of alcohol beverages on the calendar game before any varsity, sophomore or       freshman game assignment. The purchase and/or consumption of alcoholic beverages, in uniform, in public is prohibited at all times.  The consumption of alcoholic beverages is allowed after an assignment has been completed and after the official has left the game site and is no longer in uniform.

 

  1. Misuse of controlled substances.  Being present for a game assignment while under the influence of a controlled substance; including prescription medications that may impair performance.

 

  1. The physical and/or verbal abuse of players, coaches, spectators or a fellow official(s) in a discourteous, discriminatory, threatening or violent manner.

 

  1. Moral turpitude: Any misconduct involving moral turpitude. Dishonesty, theft or other related misconduct in connection with NCOA business, game activities or school facilities.

 

  1. Failure to arrive at the game site on time.

 

  1. Failure to notify assignor and/or referee you cannot make your commitment to a game after you have accepted the game.

 

  1. Use of tobacco products in any form on school property.

 

  1. Failure to use the Association’s mechanics and to enforce the rules properly.

 

  1. Failure to adhere to our Association’s uniform regulations

 

  1. Officiating games where there is a conflict of interest.

 

  1. Other failure of good behavior either on or off the field that serves to discredit the official, NCOA or high school athletics.

 

When a complaint is received about an official that may fall under these guidelines, the committee shall review the circumstances using the following process.

 

The Timeline

The committee would meet with the official(s) the very next Monday meeting of the association after the complaint is received. In regards to an appeal, the official(s) would have one week to appeal.

 

The Committee

The committee shall be made up of three members in good standing in N.C.O.A. football.  The group leader and officers cannot be on the committee. The NCOA Board Representative or Past-chairman will be at the hearing but will not be allowed to vote or voice an opinion.  Their role is to make sure that the hearing is conducted as stated by these rules. If a member of the committee is charged with a complaint, then the Chairman will appoint a replacement. A two-thirds vote is needed to be found guilty of misconduct.

 

Evidence

To be presented at the hearing, all evidence must be written and signed.

 

Burden of Proof

The burden of proof rests with the accuser(s). The official in question shall be given an opportunity to present his side of the facts.

 

Penalties/Level of Misconduct - To Be Determined by the Committee

The penalty phase shall focus on the level of misconduct and be appropriate for the official.  The penalty prescribed may include one or more items from any suggested penalties more severe than the identified level of misconduct.

 

The hearing phase of the Committee shall determine the outcome. If guilty, the Committee shall decide the level of Misconduct.

  

  • Level One Misconduct - Suggested Penalty

 

  1. An In-house action

  2. Block official from the school making the complaint.

  3. A written reprimand to the official.

  4. A one-game suspension

  5. Other as recommended by Committee

 

  • Level Two Misconduct - Suggested Penalty

 

  1. A one week Suspension.

  2. A two week Suspension.

  3. A game fee in lieu of a one week or two week suspension. (The official must agree on the game fee.)

  4. Moved down one rating level.

  5. Other as recommended by the Committee

 

  • Level Three Misconduct - Suggested Penalty

1.      A one week or two week suspension and one game fee. (The official must agree on the game fee.)

2.      Not eligible for playoff assignments.

3.      Moved down two rating levels

4.      Only do freshman games for the rest of the year.

5.      No game assignments for the rest of the year.

6.      Other as recommended by the Committee.

 

  • Level Four Misconduct - Suggested Penalty

1.      One year suspension from officiating football.

2.      No longer a member of our association.

3.      Other as recommended by the Committee.

 

Self Presentment

Self-discovery and/or self-presentment shall be considered a level one or a level two misconduct.

 

Second and Third Offense

Second and Third offenses shall be considered level three and/or level four misconduct.

 

Appeal

The decision of this committee may be appealed by the official to the Group Leader.
